The vice-president vetoed an earlier draft election law, agreed by parliament last month, saying it failed to adequately represent Iraqis living abroad, most of whom, like al-Hasehmi, are Sunnis. In principle, Iraq’s constitution requires that parliamentary elections be held by the end of January, but many analysts say that is unlikely to happen. The United Nations has proposed February 27 as the most “feasible” date for the poll.”
